The Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media, Catherine Martin, TD, today 16 January announced a public consultation as part of the statutory review of the major sporting events designated as free-to-air TV broadcasts. The events for further consideration are:
- The quarter and semi-finals of the All-Ireland Senior Football and Senior Hurling Championships
- The finals of the Senior Football and Hurling Provincial Championships
- The quarter and semi-finals of the All-Ireland Senior Camogie Championship
- The finals of the Provincial Camogie Championship
- The quarter and semi-finals of the All-Ireland Senior Ladies’ Football Championship
- The finals of the Senior Ladies’ Provincial Football Championship
- Ireland’s games in the UEFA Nations League (men’s)
- Ireland’s games in the UEFA Women’s Nations League
- Ireland’s home and away qualifying games in, and the opening games, Ireland’s games, and the semi-finals and final of, the FIFA Women’s World Cup Tournament
- Ireland’s home and away qualifying games in, the opening games, Ireland’s games, the semi-finals and final of the UEFA European Women’s Football Championship
- Ireland’s games in the Men’s Six Nations Rugby Championship (change from current “deferred” broadcast designation to “live” broadcast)
- Ireland’s games in the Women’s Six Nations Rugby Football Championship
- Ireland’s games in the Women’s Rugby World Cup Finals Tournament
- The final of the European Rugby Champions Cup – should an Irish provincial team be represented
The aim of designating events as free to air is to try to balance the rights of the sporting bodies to exploit commercial opportunities afforded by their broadcasting rights and the needs of society to engage, as a whole, with culturally significant events, which act as a focal point for society and create a sense of national identity and pride.
The review is provided for in the Broadcasting Act 2009. Following the last review, which took place in 2017, the Government added the All Ireland Senior Ladies Football Final and the All Ireland Senior Camogie Final.
Speaking today Minister Martin said:
“The review of the list of free-to-air events provides an opportunity to ensure that our most memorable sporting moments are retained on national TV for the people of Ireland to view together on an equal basis. Watching sporting or other events of national importance together creates a sense of community and national connectedness and should be accessible to everyone. ”
“I hope to take this opportunity to deliver on a Programme for Government commitment to increase the visibility of women’s sport. The achievements of our female sporting talent should be available to view on our national broadcasters, providing both entertainment and valuable role models to our younger participants in sport. I encourage all interested parties and stakeholders to contribute to this consultation process.”

Once an event is designated it is open to all current national broadcasters to bid for the rights to broadcast these events on ‘free to air’ television.

Previous consultation
The Minister gave approval on 7th December 2020 for the commencement of the current review of the list of designated free-to-air events with a public consultation process. Further information including the background to the review process and the EU qualifying criteria is available here. The first consultation process sought views on the current list and suggestions for additional events that could be considered for a designation. Over 1700 responses were received. A report was prepared for the Minister who has now decided to put forward 14 new events for consideration for a designation which will now be subject to the next phase of the statutory review process.
Statutory Review Process
Prior to making an order under Part 11 of the Act of 2009, the Minister is obliged to:
- Consult with organisers of the event the Minister intends to designate and the broadcasters
- Publish a notice of the event(s) which the Minister intends to designate and undertake a public consultation inviting comments on the events proposed for designation from members of the public
- Consult with the EU Audio Visual Media Services Contact Committee
The submissions received will provide information for the detailed assessment of each proposed event. Direct consultations with the relevant sporting bodies and broadcasters will also take place as part of the assessment process.
Following this public consultation and relevant assessment and consultation with the European Commission, as required under the Broadcasting Act, the Minister will lay a draft Order designating the events before each House of the Oireachtas. This process is not expected to be completed until late 2024.

Thug an tAire faomhadh ar an 7 Nollaig 2020 do thosú an athbhreithnithe reatha ar liosta na n-imeachtaí saorchraolta ainmnithe le próiseas comhairliúcháin phoiblí. Tá tuilleadh faisnéise lena n-áirítear cúlra an phróisis athbhreithnithe agus critéir cháilitheacha an AE ar fáil anseo. Lorgaíodh tuairimí sa chéad phróiseas comhairliúcháin faoin liosta reatha agus moltaí maidir le himeachtaí breise a d’fhéadfaí a bhreithniú le haghaidh ainmniúcháin. Fuarthas breis 1700 freagra. Ullmhaíodh tuarascáil don Aire, agus tá cinneadh déanta aici anois 13 imeacht nua a chur ar aghaidh lena mbreithniú le haghaidh ainmniúcháin a bheidh anois faoi réir ag an gcéad chéim eile den phróiseas athbhreithnithe reachtúil.

Sula ndéanann an tAire ordú faoi Chuid 11 d’Acht 2009, tá sé de dhualgas ar an Aire:

Soláthrófar sna haighneachtaí a gheofar faisnéis le haghaidh measúnú mionsonraithe ar gach imeacht atá beartaithe. Déanfar comhairliúcháin dhíreacha leis na comhlachtaí spóirt agus craoltóirí ábhartha freisin mar chuid den phróiseas measúnaithe.
Tar éis an mheasúnaithe agus an chomhairliúcháin leis an gCoimisiún Eorpach, mar a cheanglaítear faoin Acht Craolacháin, cuirfidh an tAire dréacht-Ordú ina n-ainmnítear na n-imeachtaí faoi bhráid gach Tí den Oireachtas. Níltear ag súil go gcuirfear an próiseas seo i gcrích go dtí deireadh 2024.
